Can a doctor complain against another doctor for his unethical practices?

Yes. The Medical Council of India (MCI) encourages a doctor to expose unethical conducts of other doctors.

In MCI vs. IMA case, when the council took action against the President and Secretary of IMA for violation of code of conduct for endorsing a product, it was on the behest of a doctor’s complaint against the association to MCI.

MCI Code of Ethics Regulations 1.7: “Exposure of Unethical Conduct: A Physician SHOULD expose, without fear or favor, incompetent or corrupt, dishonest or unethical conduct on the part of members of the profession.”
